The Sun say the United chief feels that losing Pogba would damage the club’s brand and reputation.
Woodward was willing to make the 26-year-old the most-expensive player of all time when he signed from Juventus in 2016.
Pogba has often struggled to live up to his price tag, though.
However, he has helped United win the EFL Cup and Europa League, with both titles coming under Jose Mourinho.
Mourinho clashed repeatedly with Pogba throughout their time at Old Trafford, with the cup double in 2017 the only time they seemed to be on the same page.
Yet speaking this week, the Portuguese insisted that Pogba was not the only problem at the club.
“About Manchester United, I want to say only two things," Mourinho said.
“One is that time has spoken. Two is that the problems are still there.
“Was I a victim of [Paul] Pogba? No.
“The problems are there, you can imagine that the problems are the players, the organisation, the ambition, I only say that I can not say yes when you ask if Paul was the only one responsible."
