Konur says negotiations have picked up from when discussions were last held between the two clubs in January.
"Emiliano Buendia wants to go to Arsenal," Konur tweeted.
"Arsenal wanted Emiliano Buendía during the last transfer period, but his transfer was not completed. Negotiations are now continuing where they left off."
Buendia, 24, scored 15 goals and contributed 16 assists as Norwich returned to the Premier League at the first time of asking this season as Championship winners.
