Ozil has been in lacklustre form for the Gunners after playing for Germany at the World Cup this summer and is now expected to miss up six weeks with a knee ligament injury.
Before the setback Bayern Munich were reported to be considering a £30m offer to take Ozil back to the Bundesliga.
But reports in Italy suggest that City are willing to trump Bayern's offer, even after the 26-year-old's latest niggle.

Whether Arsenal would be willing to countenance a winter departure for Ozil, particularly given they would still be making a £10m loss on a player signed just one year ago remains to be seen.
However, if it happens Ozil would be following a well-trodden path by moving from the Emirates to the Etihad.
Bacary Sagna became the latest player to swap the Gunners for the Citizens after moving on a free transfer this summer with former Arsenal stars Samir Nasri and Gael Clichy also part of City's current squad.
