It is said AC Milan were hoping to take Fabregas on loan for 18 months with an option to buy.
But Chelsea were keen to get Fabregas off their books for good as he earns a staggering £160,000 per week.
He joins up with Arsenal legend Thierry Henry, who is struggling in his first managerial role.
Monaco are currently in serious danger of being relegated from the French top tier, sitting second from bottom.

Maurizio Sarri is keen to bring in another central midfielder to replace Fabregas and Italian reports have suggested Nicolo Barella is their main target.
It has been reported that Chelsea have already tabled an offer of £45million.
But Barella admits he is not listening to talk about his future or a move away from Cagliari.
“I have never given too much weight to compliments or criticism, I am not impervious, but I know that in this world nobody gives you anything," he said.
