Travellers got some respite with a freeze on fuel duty and the Economy rate of Air Passenger Duty.
Mr Hammond decided against increasing fuel duty, which has been held at current levels since March 2011.
He froze APD for short haul and long haul in economy but increased it by £16 on Premium class tickets and by £47 on flights in private jets.
Motoring groups welcomed the fuel duty freeze, especially as pump prices are rising with diesel at its highest in nearly three years.
