United are looking to improve their midfield options while Liverpool need to find a replacement for Gini Wijnaldum.
Neves fits the profile and is already proven in the Premier League after three seasons in the top-flight with Wolves.
Liverpool's assistant manager Pep Lijnders worked with Neves during his days as a youth coach at Porto.
He has previously talked up the midfield maestro in reference to a potential move to Anfield.

“I know him very well, his ambition, his passion for the game, his professionalism," he said.
“I know what he gives to the team and this type of player always interests us.
“I recognised him when I saw him at Wolves. I saw technique, professionalism. I saw the 2013/14 player I knew.”
Wolves previously valued Neves closer to £50m but are now prepared to reduce their asking price.
