"At the end of the season they qualified for the Champions League so they definitely need a bigger and stronger squad and he would certainly add to that."
Woodward is working on other targets with Aston Villa midfielder Jack Grealish thought to be on his radar.
However, McCoist thinks a new goalkeeper and centre-back should be the priority after Sancho.
"I still think they need another centre-back to go with [Victor] Lindelof and [Harry] Maguire," he added.

"One of the biggest question marks, never mind Sancho, is the goalkeeper. We don't know what is going to happen there.
"Is Henderson going to come back? He is in the paper today saying I want to come back and play.
