But their determination has been halted by the arrival of Liverpool, who are said to have joined the bidding.
His current release clause stands at £43million but the report indicates half of that may be enough to get the deal over the line.
It will not be the first time the Liverpool hierarchy has moved to sign a Brazilian.

Roberto Firmino also joined from Hoffenheim and his profile is similar to that of Talles.
The forward who was born in 2002 plays predominantly as a striker, but he can also play as an attacking midfielder.
Liverpool have been prepared to travel across the globe to secure deals in the past too.
Former chief executive Ian Ayre flew to Chile to wrap up the signing of Firmino in 2015.
Recent reports also suggested Liverpool tried to sign Rodrygo before Real Madrid beat them to it.
According to the player's agent Nick Arcuri, the Reds were the first club to declare a concrete interest in his client.
“When Rodrygo went to make his first professional contract with Santos, aged 16, a Liverpool director called me," Arcuri told journalist Jorge Nicola during a live chat.
"He said that Klopp already knew the player, had seen the material, had already come to see Rodrygo personally.
"He had entered YouTube, searched ‘talents from Brazil’, Rodrygo had appeared and he was very young. He came to Brazil, liked him.”
