Real Madrid have also shown interest in Neymar but Johnson reckons it may be too late for either La Liga club to get a deal done.
The Spanish transfer window closes on September 2.
“At this moment in time I'm not sure I can see him going to either [Barcelona or Real Madrid] before the end of the transfer window," Johnson said on Sky Sports News.
"I think he may well end up staying in Paris by default.

“Barcelona have left it very late to pull off a transfer of this size given their financial problem.
“Real Madrid have never really been as set on bringing Neymar in as Barcelona have.
“So at this moment in time I think it looks more likely that he stays in Paris."
Johnson says the emergence of Kylian Mbappe has played a part in Neymar’s struggles at PSG.
"Neymar has struggled to settle in Paris,” Johnson added.
