“I think he is the one player outside of the top six who Liverpool should be looking at,” Carragher said on Sky Sports’ Monday Night Football.
“People have been talking about [Philippe] Coutinho coming back, but obviously that hasn’t happened as he’s gone to Bayern Munich.
“But if you are looking in the Premier League, yes he will cost a lot of money, but he should be the one Liverpool are looking at if you’re going to that next step up.”
Carragher’s Sky Sports colleague Gary Neville added: “He is a genuine creative player. I think he is outstanding.

“I think he will be playing for England a lot of times.
“He will be in the European Championship squad. I think he’s fantastic.”
Maddison impressed in his debut Premier League season last time out.
The England Under-21 international netted seven goals and chipped in with seven assists in the league.
Liverpool were tipped to re-sign Coutinho this summer after the Brazil international failed to impress at Barcelona.

And Coutinho, who will wear the No 10 shirt at Bayern, has revealed he’s delighted to join Bayern after a torrid spell in La Liga.
