"Currently, we have been unable to come to an agreement with the player's agent,” Celtic had previously said.
"Celtic FC is content that it has made a magnificent offer and it is now up to the agent and player to decide if the player wants to join Celtic.
"If not, we move on."
With Celtic now looking elsewhere to improve their squad, Motherwell are hoping Norwich will be able to reach an agreement with Turnbull, after accepting a £3.25m bid from the Canaries.

Norwich had reportedly been monitoring the situation between Motherwell and the Canaries and are now hoping to snap up the midfielder.
The club have matched Celtic’s offer, which comprised of £3m plus £250,000 in add-ons, which Motherwell accepted last week and are hopeful they can now snap up the services of the Scotland under-21 player, who scored 15 goals last season.
Celtic could have a busy summer as new boss Neil Lennon returned for the start of pre-season training with his treble winners.
