Manchester United are in the market for attacking talent having failed to secure a return to the Champions League with a sixth-placed Premier League finish.
Arsenal will need to spend their transfer budget wisely after also missing out on a top four finish and losing to Chelsea in the Europa League final.
Belgium international Carrasco shocked world football when he left Atletico Madrid to join Chinese outfit Dalian Yifang last year after three years in Spain.
The 25-year-out has now outlined his intention to return to Europe, and has teased that one club has already confirmed their interest.

United boss Ole Gunnar Solskjaer made his intentions to improve his squad clear last month, with Swansea’s Daniel James set to be their first incoming deal.
He said: “Of course, we've been discussing how to move the club forward.
“That doesn't mean we've said x amount of money or x amount of players.
“We've sat down and discussed, but now it's easier to be clear about what we need to do because we will do some business this summer.”

Arsenal boss Unai Emery has admitted that failing to reach the Champions League could have an effect on his transfer dealings, with his budget set to be severely limited.
He said: “Maybe. But we are a big team. I think Arsenal is a big name in the football world, and a lot of players want to play here.
“We are in one process and we need, in this process, to be strong. When we started this season, the idea was to get more competitive, like a team. To be closer to the other teams. And we did that.
“At the moment it's not enough to reach our targets. But we'll continue working in our minds. The transfers, I don't know for next year. But the club is working to improve and to take all we need to go our way.”
