Transfer window specialists Tutto Mercato Web claim Arsenal have tabled a £22m (€25m) offer for Meunier.
Emery is said to be the driving force behind the proposal being made to Parc des Princes chiefs.
And he will now be hoping for a positive response as he looks to add the 27-year-old to his Arsenal squad.
Meunier would take the place of Stephan Lichtsteiner in north London, with the Swiss leaving at the end of the month.

And he will have the opportunity to make the right-back spot his own if he joins Arsenal from Paris Saint-Germain.
Previous first-choice Hector Bellerin is still fighting his way back from a serious knee injury.
And that means Meunier has the chance to ensure he’ll be on the right side of Arsenal’s defence for the start of next season.
Meunier has not just attracted the interest of Arsenal, however, with Manchester United said to be keen on him too.
