The Reds' star playmaker is being pursued by the Catalan giants and could well replace Neymar at the Nou Camp.
Paris Saint-Germain are ready to pay his release clause of £196million, which would leave a hole for Coutinho to fill.
According to Sky Sports, Liverpool would find it difficult to turn down a bid of around £89m.
While Coutinho loves the Merseyside club and penned a new contract as recently as January, Barcelona also feel a Brazilian player would struggle to reject them.
Liverpool's position has not changed, though, as they insist the 25-year-old is not for sale.

But no fee has been sorted yet between the two clubs as Liverpool continue to stave off interest.
The Reds have turned down an initial offer of £72m, but Barcelona are set to return with an improved bid.
Klopp, though, has said: "What can I say? Everybody knows about this, Phil is a key player for us no doubt.
"I know that he feels completely more than fine, comfortable - whatever in Liverpool.
"He loves the club, he loves the city - all of that is clear.
“I’m not surprised that any club is interested in players, that’s how it is," he said.
"But a very important message, maybe — we are not a selling club."
