Higuain is set to complete a £78million (€94m) switch from Napoli to Juve to become the most expensive transfer in Italian football history after completing a medical over the weekend.
His arrival will increase manager Massimiliano Allegri's forward arsenal to five.
And Croatian outlet vecernji.hr claim Mandzukic could be offloaded to make room for the Argentina international.
It is claimed Mandzukic would be open to playing under his former national team coach Bilic, who handed the 30-year-old his international debut in 2007.
West Ham face Juve in a friendly clash at the Olympic Stadium on Sunday August 7 (1pm).
Tottenham were said to be interested in Mandzukic earlier in the transfer window but passed on making a £20m bid to pursue other targets.
