Kevin Phillips says Harry Kane and Jamie Vardy deserve to start at Euro 16
The former Three Lions striker instead wants to see Hodgson hand starting roles to Tottenham frontman Harry Kane and Leicester forward Jamie Vardy in France.
Kane currently tops the Premier League scoring charts with 25 goals to his name, while Vardy occupies the second spot with 24 goals which helped the Foxes to the title.
In contrast, United skipper Rooney has largely struggled for form this season and has found the back of the net just seven times in 27 league appearances.
Phillips told talkSPORT: "I'm a firm believer that we need to pick players who are bang in form going into the Euros, and in Kane and Vardy, there are no two better strikers in the Premier League at the moment.

"Obviously there's a big argument for Rooney. But me, personally, I wouldn't start Wayne Rooney in the first game. I watched him [against West Ham], and he didn't look at it.
"So everyone will have their say, but for me if you put those two (Kane and Vardy) on the pitch you are guaranteed goals."
