La Liga expert Guillem Balague revealed earlier this month that Manchester United and Barcelona are interested in the 21-year-old.
And now Spanish newspaper AS claim Tottenham will trigger his £36million release clause this summer and make him their highest-paid player to secure his signature.
Spurs manager Mauricio Pochettino is willing to offer Saul a five-year deal worth almost £200,000 a week as he prepares for next season's campaign in the Champions League.
Saul is contracted at Vicente Calderon Stadium until 2020 and is said to have turned down a new deal, but Atletico remain in talks with his representatives.

Balague tweeted earlier this month: "Saul has a buy-out clause of €45m (£36m). Barcelona are interested, and so are Manchester United.
He added: "The last renewal offer from (Atletico Madrid) has been rejected by Saul, but the club will continue to negotiate."
