Both Arsenal and Chelsea know Rabiot's contract is due to expire in the summer of 2015, and will go head-to-head to offer the 19-year-old the best deal.
It has been reported that Arsenal representatives have already contacted Rabiot's agent in an attempt to lure the French star to the Emirates.
Arsene Wenger's early move could put the Gunners in the ascendancy, with both Chelsea and Roma struggling to compete.
Rabiot, formerly of Manchester City's youth academy, featured in 24 of PSG's league games last season - but over 50 per cent of those have been from the bench.
