The 19-year-old, who can play at centre-half or in central midfield, has put pen to paper on a deal at Turf Moor that runs until January.
The news comes after Burnley earlier on Monday wrapped up the permanent capture of Scotland forward George Boyd from Hull on a three-year deal, for a fee reported to be £3m.
Chalobah is the 22nd Blue to leave Stamford Bridge on a temporary deal this summer.

"Nathaniel Chalobah has today joined Burnley on loan until 2 January," a Chelsea statement read.
"The move gives the 19-year-old his first opportunity to gain top-flight first-team experience."
The England Under-21 international has previously been on loan at Watford, Nottingham Forest and Middlesbrough.
