The former Tottenham man spent just one season at Vicarage Road as Watford prepare to overhaul their squad ahead of their return to the Championship under new manager Rob Edwards.
He will sign a two-year deal with Nantes after nearly 10 years in the Premier League following his January 2013 move to Newcastle from Toulouse.

Romelu Lukaku's loan return to Inter Milan is all but done after he was pictured leaving the Italian club's headquarters.
The Belgian's £97.5m club-record return to Chelsea has simply not gone to plan but now he will get the chance to make it up to Inter's supporters following his controversial San Siro exit last summer.
The deal does not include a permanent option.
Romelu Lukaku has now left Inter Milan's HQ after signing his contract ahead of his loan departure from #Chelsea.
Burnley boss Vincent Kompany is exploring a deal for 22-year-old Standard Liege striker Jackson Muleka, Express Sport understands.
The Democratic Republic of the Congo forward netted 12 times in 14 outings in the second half of last season while on loan Kasimpasa in the Turkish Super Lig.
Muleka is one of the names in contention to replace January flop Wout Weghorst, who is expected to join Besiktas on loan. They also hold an interest in Muleka and Reading forward Lucas Joao.
Yet the Clarets are not the only team in contention for Muleka's signature with several German, Belgian and Turkish clubs also monitoring his situation.
Some reports suggest Burnley have already made an offer for Muleka, although Express Sport has been unable to firm that information up.
Tottenham have been handed a boost in their pursuit of Anthony Gordon following reports that the Everton winger is keen to join Antonio Conte's ranks. However, the 21-year-old will not push for a Toffees exit this summer, serving Spurs a blow.
Borussia Dortmund will reportedly refuse to sell Jude Bellingham for anything less than £103million when they finally allow him to leave the club in the summer of 2023.
It will take a massive fee for anyone - with the Reds huge admirers of the England international - to sign Bellingham according to Sport Bild.
The German news website claims that Dortmund will not sanction a sale of Bellingham until next year at the earliest. And when they do, they will hold the advantage in any negotiations, with the midfielder's contract not expiring until 2025.
His deal also does not contain a release clause, meaning Dortmund can virtually name their price. That price is said to be at least £103m, with the Bundesliga giants only open to talking to clubs who submit a fee of at least that figure.
Sport Bild on BVB\u2019s Jude Bellingham: - Won\u2019t leave until 2023 at earliest. - Contract until 2025 has no release clause. #BVB wouldn\u2019t be open to talking unless offer were at least 120 mil Euro. - No club (not Real Madrid per Sport Bild) has shown any official interest.
Chelsea, Tottenham and Arsenal will all hold talks with Torino over centre-back Gleison Bremer, say 90min.
The Serie A side want around £43million for the Brazilian, who could soon be playing for the Italian national team.
Torino sporting director Davide Vagnati will fly to London to talk with the Premier League trio about a prospective deal.
Spurs are also looking at Barcelona's Clement Lenglet, with Chelsea in discussions over a host of centre-halves and Arsenal eager to land Lisandro Martinez, who Manchester United also want.

Mali international midfielder Cheick Doucoure is set to undergo a medical at Crystal Palace after the Eagles struck a £22m deal with Lens, reports Express Sport's Ryan Taylor.
Selhurst Park delegates travelled to France for face-to-face talks with the Ligue 1 club before agreeing an initial fee of £18m plus £4m in add-ons.
Palace saw an offer of £15m rejected by Lens in the past few weeks but Patrick Vieira was desperate to land the 22-year-old amid interest from other Premier League clubs.
England international goalkeeper Sam Johnstone will also officially complete his move to Palace on July 1 following the expiry of his West Brom contract.
Arsenal could miss out on Lisandro Martinez - because Manchester United are set to table a bid close to meeting Ajax's demands.
Ajax want around £43.5million for Martinez and per talkSPORT, United are ready to become the closest team to meeting that figure yet.
Arsenal's initial bid of around £29m was turned down by the Dutch club. It's though they have since made an offer of around £35.

Earlier we brought you news that Frenkie de Jong will refuse to leave Barcelona to join Manchester United.
And now, Mundo Deportivo claim Barcelona are still hoping the player will leave.
That's with Pedri and Gavi available options in midfield and Barca in desperate need of fixing their financial problems.
They would stand to make a guaranteed £56m in instalments with more in add-ons if De Jong and United are successful together. But to get a deal over the line there will need to be some compromises made it seems.
Liverpool have rejected an offer from Nottingham Forest for Neco Williams, Express Sport understands.
The Wales international is a target for Forest, Southampton and Fulham and is valued at over £15million.
The 21-year-old spent the second half of last season on loan at Fulham but Championship play-off winners Forest are equally as keen on the full-back.
But Liverpool have rejected their first approach for Williams. As it stands it is unclear if Forest will improve their offer or move on to other targets.
Manchester City are reluctantly set to let Romeo Lavia join Southampton according to The Athletic.
Leeds were also keen on the 18-year-old but it is the south coast and Southampton where the exciting midfielder is headed.
City did not want to lose Lavia but have signed Kalvin Phillips this summer and so Lavia's first-team opportunities would have been limited.
City have insisted on the option to buy back Lavia in the future. They have already sold goalkeeper Gavin Bazunu for £12m rising to £15m with add-ons to Southampton this summer.
Frenkie de Jong will refuse to leave Barcelona to join Manchester United, Spanish outlet Sport have claimed in a bombshell report.
They claim despite an agreement between the two clubs over a transfer fee, De Jong is 'determined to stay' at Barca.
The Dutchman allegedly has 'no intention of leaving' the Nou Camp this summer and is said to have made his stance clear to both clubs.
It is unclear whether his wish will prevent a deal or whether United's desire to sign him and Barca's ambitions to free up finances will force through the deal regardless of De Jong's feelings.
Sport add that the player's refusal to leave has created a 'tense' situation.
Arsenal have been handed a transfer advantage when it comes to signing Ajax centre-back Lisandro Martinez this summer as it has been claimed that Manchester United would apparently prefer to sign Pau Torres from Villarreal.
According to 90min, Arsenal are now in pole position to land Martinez as Torres is United's preferred signing in defence.
ESPN report that the Gunners have submitted an improved £34.5million offer for the Argentine after having a £26m bid for him turned down earlier this month.
Ajax are under no pressure to sell and are holding out for £43m.
Tottenham are getting closer to a deal for Richarlison, it seems.
Fabrizio Romano reports Spurs are making progress in their talks with the Toffees for the Brazilian attacker.
The 25-year-old is believed to be eager to move on after four seasons at Goodison Park, with Everton having battled relegation last term.

Everton will stick to their demand of £60million for Richarlison as Tottenham look to steal the Brazilian away from the Toffees.
That's according to the Mirror. Spurs had an offer rejected that would've taken Richarlison and Anthony Gordon to north London.
Everton also said to be reluctant to accept any swap deals. Spurs had offered them Harry Winks and Steven Bergwijn but they prefer a straight cash move if they are to lose Richarlison.
As well as agreeing a fee to sign Tyrell Malacia from Feyenoord, the Manchester Evening News report Manchester United also have an agreement in place to land Frenkie de Jong.
It's claimed De Jong will cost an initial £56m with add-ons inflating that fee further.
The Dutch midfielder, whose move is still dependent on a successful medical, has been Erik ten Hag's top summer target. The pair worked together at Ajax.
United are now ready to move on to other plans with Christian Eriksen, Antony and Lisandro Martinez all also targets.
Chelsea have opened up talks with Napoli centre-back Kalidou Koulibaly's agent 'in the last few hours'.
That's the claim from Gianluca di Marzio who say Chelsea are considering turning to the Senegal international due to the price tags of Inter Milan's Milan Skriniar and Juventus' Matthijs de Ligt.
Koulibaly will come cheaper as his contract expires in a year's time and contact has been made with his agent regarding a potential move.
Chelsea are moving 'very, very fast' to complete the signing of Leeds United winger Raphinha - but Arsenal could still cause a last-minute hitch.
Chelsea have already met with former player Deco, Raphinha's agent, and hope to reach an agreement over personal terms within the next 48 hours to wrap up a deal, CBS Sports report.
Arsenal have had a bid rejected by Leeds for Raphinha and it's claimed sources are not ruling out an improved second offer for the winger, who could cost up to £65m.
However, Chelsea are said to be confident they will get a deal done despite the possibility of an Arsenal hijack.
Arsenal sources are still not ruling out making another bid but their latest offer fell short of Leeds\u2019 valuation. Nothing totally certain just yet but Chelsea do think they have \u2018hijacked\u2019 the deal. Once again, Raphinha has made no final decision at this point...
Manchester United target Tyrell Malacia has chosen to join the Red Devils instead of Lyon, say L'Equipe. Lyon had agreed a fee with Feyenoord for the Dutch left-back ahead of United but the 22-year-old has informed the French outfit he'd rather link up with United the report claims.
That's despite Lyon having been waiting for the player to fly over for a medical and complete the formalities of a switch.
Feyenoord technical director Frank Arnesen said last night: "The agreement is there. We are now waiting for Tyrell. If he says yes, then a transfer to Manchester United is imminent."
Malacia will become Erik ten Hag's first signing at United and will cost around £16m if all add-ons are paid for the Netherlands international.
