BILD, via Sports Illustrated, claims City are demanding a similar fee to the one they sold Sancho for, but will insert a buy-back clause.
While the value of that buy-back clause isn’t specified, they are also set to insert a number of other clauses to avoid the same problem as they had with Sancho.
It remains possible that Braaf will only leave on loan, with City well aware of the potential he possesses.
The youngster was invited to train with the first-team side earlier this year and looked impressive, having scored nine goals in 16 Premier League 2 games for the youth side.

That might not be the only business done between City and Dortmund in the coming months, with tentative speculation suggesting the Citizens are looking at Erling Haaland.
Pep Guardiola’s attackers have looked poor in front of goal this season, with Sergio Aguero very much in the twilight of his career and struggling with injury issues.
They’re unlikely to make any marquee signings during the January window, but could go all-out in the summer to sign the Norwegian wonderkid.
City will, however, face competition from Real Madrid, who are said to have made Haaland their top priority.
