However, he says it is a chance he must grab with both hands as he may not get it again.
But Sinclair says Lampard will want guarantees over his job, especially with the club set to be banned from signing players this summer meaning youngsters may need to be used more.
“It’s not really an ideal situation for Frank,” Sinclair told Sky Sports News.
“I think he’s still very much learning on the job.

“He’s had a terrific first season, first campaign, at Derby County and was very close to getting the team into the Premier League.
“So it is a case of does he need a little bit more time before taking on such a massive job?
“But for me there’s situations in football where sometimes there is an opportunity to progress in the game and you have to take that opportunity because it might not come round again.
“So I think his mindset would be if Chelsea are prepared to do a deal with Derby to get him to the football club I think he’ll take that opportunity.

“If you look at the history of Chelsea managers under Mr Abramovich, 18 months to two-and-a-half years is probably the time span that they get at the football club.
“I think with Frank being such a young manager, I think he’d need the guarantees, especially over the next 18 months and having to work with what’s at the football club already, bringing the youngsters through.
“That could be a process that takes quite a while.
“I’m sure Chelsea, after working so hard to get into the Champions League, the remit will be to finish in the top four again.”
