They will likely guarantee him regular first-team football - something he hasn't got under Maurizio Sarri.
Crystal Palace have been monitoring the 22-year-old's situation too but Chelsea are keen for him to stay.
"Ruben is a very good player and, potentially, he's a great player," boss Maurizio Sarri said.
"He's improving a lot from the tactical point of view. In future, he will be a midfielder but sometimes we need to use him as a winger, especially in the last part of matches with his physical impact.
"So he's a very important player for us. In the future, he will be more than important."
And there could be four Chelsea players on the move when the transfer window reopens.
Palace want to add at least one striker to their ranks next month and The Guardian say they have been made aware of Michy Batshuayi's availability.
The Belgium international has fallen out of favour at his current loan side, Valencia, who may allow his loan to be terminated.
The Guardian add that Victor Moses, Gary Cahill and Danny Drinkwater are also expected to depart Stamford Bridge next month.
