There was also no eagerness from Manchester United and Manchester City to join a bidding war.
The Times say Liverpool considered Arsenal to be their biggest rivals.
But Wenger supposedly did not sign the 26-year-old because he had been told by analysts that the player was ‘wasteful.’

Arsenal’s loss has been Liverpool’s gain.
Salah blitzed 44 goals across all competitions last term as the club reached a first Champions League final in 11 years.
He has, though, found life tougher at Liverpool this season.
But, speaking before today’s goalless draw with Manchester City, Jurgen Klopp backed him to come good.
“If you play tennis and your forehand is good and the next day your forehand is not there you think, 'What is it?' That's how sport works,” said Klopp.
