Barca had wanted to bring him to the club before the start of the 2017/18 season but he remained at Brazilian side Palmeiras until their domestic campaign was over.
Selling Mina for a profit seems to appeal to Barca, who are aware he takes up one of three valuable non-EU spots in their squad.
He has an £88m (€100m) release clause that protects Barca from an unwanted departure if they change their minds.
However, SPORT also quote Mina as saying: “I want to stay at Barcelona.”

Everton manager Marco Silva is said to be keen on the 6ft 5in star, who scored against England in Colombia’s last-16 defeat on Tuesday, while Liverpool have been loosely linked.
The Toffees are yet to sign anyone in the transfer window this summer.
