“We will find a solution but it's not done," Klopp told BBC Radio 5 live.
"Obviously Joe Allen is a good player. We never doubted this. He played a good European Championship, like the whole Welsh team.
"We have to make decisions, we have to find solutions. We have to talk to the player, ask the player and think about our situation. That's how it works."
Reports last month suggested Liverpool had placed a £14million price tag on Allen.
The Reds are well aware of the prices top clubs have been willing to pay for midfielders this year and they don’t want to miss out on gaining a hefty sum.
Allen’s performances for Wales at Euro 2016 are also said to be behind his increase in value after he was named in Uefa’s official team of the tournament.
The 26-year-old helped Wales reach their first semi-final at a major tournament but they lost to eventual winners Portugal.
