Spaniard Guardiola will join up with City this summer after agreeing a three-year contract.
The former Barcelona head coach will leave Bayern Munich once his contract expires at the end of the season.
And The Daily Mirror claim City are wary of him doing to same to them once his initial contract runs out.
Spurs want to lock their manager down to a new contract in order to stave off interest from Manchester United and Real Madrid.
He would have six years of experience working in England were City to move for the 44-year-old in 2019.
