The Barcelona superstar has been locked in contract talks for the past few months, but there hasn’t been a breakthrough in negotiations yet.
City are keen to sign the 24-year-old, with Pep Guardiola planning a serious revolution when he replaces Manuel Pellegrini at the end of the season.
United meanwhile were the club that lodged a £144million bid for Neymar’s services last summer.
But according to Football Insider, United and City have been quoted £193m for the Brazilian striker.
The report suggests the whopping buy-out figure has been put into Neymar’s new contract should he sign it.
Neymar’s current £230,000-a-week salary is less than half of what team-mate Lionel Messi earns.

However, speaking after last night’s 6-1 win over Celta Vigo, Neymar was non-committal over his Nou Camp future.
He said: “The renewal talks are underway. I still have three years left on my contract and I am relaxed.
“I'm optimistic we will reach an agreement. But I have more years yet and many things could happen."
