The Red Devils have been busy this summer, with Matteo Darmian, Memphis Depay, Sergio Romero, Morgan Schneiderlin and Bastian Schweinsteiger all arriving at Old Trafford.
But Neville feels his former club need to continue spending with a new striker to offer Wayne Rooney support up front.
Neville said: “The goals will give Wayne Rooney confidence. In the first two or three games when he played up front he didn’t do that well and at Villa he had a poor game.
"Performance can come from confidence, the goals will give him the confidence and that’s what United will be hoping for.

“They’ve got to stick with him, there’s no doubt about that. He’s proven over many, many years he’s a top striker who will score goals. But they do need support behind him to be able to change the game.
“I actually thought Chicharito coming on against Newcastle did change the game – he should have scored. But they do need another option up front.
“There’s talk of Chicharito (Javier Hernandez) being allowed to leave in the next couple of days but you can’t believe that will be allowed to happen without someone else coming in.”
