Mexico international Hernandez's future at Old Trafford remains in doubt with just three days of the transfer window remaining.
It was understood he would be offloaded this summer after spending last season on loan at Real Madrid.
But United bosses reportedly want to sign a player first before shedding Hernandez from the squad list - meaning Spurs may have to play a waiting game to land the 27-year-old.

One man who could replace Hernandez is Swansea's Bafetimbi Gomis, who has emerged as a surprise transfer target of Van Gaal.
Gomis, 30, has a £7m release clause and may leave the Liberty Stadium before Tuesday, claim Shoot.
He has scored in all three of his Premier League appearances so far this season and will likely start against United in this afternoon's 4pm kick off.
