And the sticking point in negotiations is over the transfer fee, with Barcelona demanding United meet the full £22million release clause.
However, the Red Devils are seemingly trying to wrangle a better deal, having already tied up the formalities of a move at their end.
And Spanish football expert Guillem Balague admits that if Louis van Gaal's side to cough-up the full fee then the deal is done.

He told talkSPORT: "Barcelona are very, very, very clear. Give us €30m [£22m] and you can take him.
"Of course, Manchester United and Pedro have reached an agreement so it’s just a matter for United to pay the €30m and I wouldn’t be surprised if they do."
