The 25-year-old has attracted interest after a strong season in Italy which has seen him sore five times and provide four assists.
He was included in Italy's World Cup squad and played against England in Manaus when Roy Hodgson's men suffered a 2-1 defeat.
He has 12 senior Italy caps to his name and his contract with Torino is due to expire in June 2017.
And Italian website Football Italia report the two Premier League sides will bid for him this summer.

United are keen on signing a new right-back and have also been linked with Nathaniel Clyne, while the Gunners signed Mathieu Debuchy and Calum Chambers last season and have Hector Bellerin developing.
However with Debuchy's injury concerns, Darmian may be an option for Arsene Wenger.
