Borussia Dortmund star Gundogan has emerged as a top summer transfer target for the Red Devils, with Louis van Gaal ready to complete a major revamp of his squad.
Dortmund claimed last week there had been no offer from United for Gundogan, as the club's sporting director Michael Zorc said: "There is no signature, no contract, no offer, no request and not even contact.
"The last time I talked to Manchester United was in November 2014 and that was about a different topic."

However it seems United's quest to land Gundogan could be that much harder.
German paper Bild claim Bayern have designs on Gundogan and they are ready to make a move.
