The San Siro giants are known suitors or Manchester City ace Yaya Toure and they are expected to place a bid for the midfielder come July.
Reports in Italy claim Toure could earn as much as £10million a season at Inter, making him the galactico-style signing they believe is required to return to the top of European football.
And the club are also seeking to sign Palermo front man Paulo Dybala, who is wanted by Manchester United and Arsenal.
When asked about his transfer policy heading into the summer, Mancini said: “The Italian League is no longer what it was, but I think it’s still beautiful for a player to come to Italy.
“I haven’t spoken about these issues with president Erick Thohir, we’ll see when I speak with him.
“When he was president, (Massimo) Moratti made big purchases and the results were extraordinary. Now I think it’s difficult to move certain players.”

Striker Dybala, 21, has previous expressed a desire to remain at Palermo but Inter’s £29m valuation of him means the club may willingly sell up.
United are seeking a competent replacement for on-loan flop Radamel Falcao this summer and could also lose Robin van Persie in the transfer market.
Meanwhile, Arsenal reportedly want to bolster their attacking options and see Dybala as a long-term solution to those concerns, even if his agent recently claimed the Gunners won’t get their man.
