The Italy international has been linked with a return to English football after failing to achieve European qualification with AC Milan last season.
The 23-year-old scored 30 goals in 80 outings at the Etihad from 2010-13, becoming a fans' favourite for his antics on and off the field.
Arsenal are understood to be leading the chase for Balotelli's signature, despite Arsene Wenger rubbishing reports that he met with his agent in Brazil.

And his agent, Mino Raiola, has responded to Milan's comments that Balotelli is "replaceable", claiming that his client needs to be somewhere 'he is loved'.
He said: "Maybe it was a mistake to bring Mario back to Italy.
"For him it is essential to go where he is loved, and at AC Milan some people love him and some do not."
