A new goalkeeper, centre-half and left-back are all on Lampard's summer shopping list.
However, because Abramovich is willing to open the cheque book in a bid to close the gap on Liverpool and Manchester City, he is also expecting a drastic improvement in results.
Football Insider claims the Russian billionaire has warned Lampard that the club must be challenging for the Premier League title next season.
The west Londoners scraped into the final Champions League place this year, finishing 33 points behind champions Liverpool.
Chelsea's points total of 66 was closer to relegated Bournemouth and Watford than it was to the top of the table.
Bringing in such a large amount of new faces could be unsettling to the harmony of any team.
But Lampard is confident his players will react in a professional manner by the new challenges presented to them.
"If you want to be a Chelsea player and be in the Chelsea team and squad and fight for the Premier League, to fight in Europe and to fight for trophies you have to focus on yourself," he said.

"At the moment, going into this season we are 30-odd points off the top two last season.
"If you want that gap to close, you have to focus on yourself.
"If players come in, that should be the nature of the beast playing for Chelsea. It shouldn’t be a problem for anyone."
