However, with Havertz keen on a move to Chelsea, Leverkusen are highly likely to oblige and agree to his exit.
Lampard is already said to have spoken to Havertz in a bid to persuade him to join him at Stamford Bridge.
According to ESPN, Havertz may not be the only new addition. The report claims that Chelsea want to sign another three players.
First of all, centre-back is an area that needs addressing.
Atletico Madrid star Jose Gimenez is on the club's radar and Lampard believes signing the 25-year-old would be like having an experienced 30-year-old La Liga defender.

Gimenez is vastly experienced despite his age having played at two World Cups and in two Champions League finals.
One of Chelsea's current options would need to be sold though from Andreas Christensen, Antonio Rudiger, Kurt Zouma and Fikayo Tomori.
Chelsea also want a left-back and there are three targets on their shortlist.
Ben Chilwell in their preference and he wants to join Chelsea this summer.
Leicester are set to demand £80million though, due to the way Manchester United agreed to meet that figure for Harry Maguire.

If Chelsea can't land Chilwell, Everton's Lucas Digne is one of the names on their list of alternative targets.
Everton are looking at Real Madrid's Sergio Reguilon as a potential replacement.
Ajax's Nicolas Tagliafico is also on Chelsea's radar.
Lastly, Chelsea also want a new goalkeeper to replace Kepa Arrizabalaga but they may have to agree a deal to offload him first.
Jan Oblak and Andre Onana are among those in contention to replace him but Atletico Madrid are not entertaining the idea of selling their world-class No 1.
