The La Liga leaders want £105million for the Brazilian attacker, but Bayern are reluctant to pay that fee after he failed to deliver this season.
Coutinho has played 22 Bundesliga games this season, chipping in with eight goals and six assists.
And Chelsea are leading the way to sign him next summer, amid reports that they are willing to fork out to bring him in on loan.
According to Spanish outlet SPORT, Lampard is simply waiting on Stamford Bridge officials to sign off on the deal before they officially make their move.

Lampard is said to be determined to get the best out of the 27-year-old if he makes the switch to west London, and is determined to make him his second signing, after bringing in Hakim Ziyech from Ajax.
Speaking on Friday, Coutinho's agent, Kai Joorabchian admitted the Premier League is his intended destination ahead of the summer window.
“The fact I'm an Arsenal supporter is not a secret,” he told Sky Sports.
“I don't have any preference where the players go.

“I don't try to push someone to one club or another. Everything is a possibility.
"After the Champions League game he played in England we had a long chat about it.
“The Premier League is something that he has always enjoyed playing in, and loved playing in, and would probably love to come back and play in.
“The question is what are going to be the financial conditions of all the clubs, including Barcelona and all the Premier League clubs at the end of this pandemic.”
