While in America, the youngster played for Bethestar Soccer Club but could now return to the Etihad academy.
Over the years, City’s academy has produced a number of Premier League players, including Shaun Wright-Phillips, Kasper Schmeichel, Kieran Trippier and Ben Mee.
Rooney’s return to England comes after a humiliating 5-1 MLS play-off defeat to Toronto.
The 34-year-old scored 23 goals while playing in America and will bring his experience to Derby as a player-coach from January.

The Rams have had a mixed start to the Championship season and currently sit 16th in the table having won just four games.
Manager Phillip Cocu revealed the former England captain will join up with the squad in the near future.
Cocu said: “I expect him to join us in a short period of time.
“"He had a short break, a holiday with the children, so he will be passing by in the coming week and we will sit down and we will make a plan for him - when he is coming in for training and when he can have one more break after his season in the USA.

"We get information from DC United on how he trained, the data is there so we can make a plan and make sure he can make steps to be fit on the level we want him.
“He cannot play until January, but we'll have him training and being with the lads, which is important.
"That's some extra quality we are getting that can be important for the team as well."
