The winger is currently negotiating a new contract with the Serie A side, where he has played since 2017, but there is a great deal of interest from both Unai Emery and Mauricio Pochettino’s sides according to Turkish Football.
Under is just 21, but has already made his mark in Serie A having scored 14 goals and provided 12 assists in 62 appearances.
The asking price is estimated at around €50million which is feasible for Arsenal and Spurs given they will both need to strengthen this summer if they hope to close the gap to Manchester City and Liverpool next season.
The deal to either of the Premier League clubs could hinge on whether or not Roma make the Champions League places.
Spurs, on the other hand, have already qualified for the Champions League next season and could send a huge statement to players of Under’s quality by winning the final against Liverpool on June 1.
Under made his mark in Europe this campaign by scoring three times and assisting two more as Roma narrowly missed out on a quarter-final place with an extra-time defeat to Porto.
The youngster has also contributed to his national side, scoring four times in 17 appearances for Turkey.
Although he has been heavily linked with a move, the option to stay with the Italian side is still very much on the table.

Under has three years left on his contract, but is paid far below what his performances have merited.
He earns around €1m per season, and his request for a pay rise has not yet been facilitated by Roma.
Under was injured with a muscular injury until recently but is now back playing first-team football and should therefore be fit to undergo medicals at other clubs should he seek out a move.
