Merson, a former Arsenal player, was speaking to Jeff Stelling on Sky Sports.
Stelling, the Soccer Saturday host, said: “Is this possibly as good as it gets for Spurs Merse?
“In the sense that there isn’t any money. There’s not going to be any in the foreseeable future with the stadium costs.
“They still haven’t got a date for the stadium yet - it’s been a year now. There are obviously going to be question marks about some of their more talented players as there always are.

Tottenham missed out on the chance to move above Arsenal last night when they lost at home to Manchester City on a dreadful Wembley pitch.
Spurs have had a strange start to the season having won seven of their opening 10 games but with the stadium problems escalating and a lack of investment in the summer the fans are frustrated.
Tottenham have taken just one point from their opening three Champions League games and face a huge battle to make the last 16.
And prior to the City game last night manager Mauricio Pochettino admitted the season wasn’t going to plan.

"The season so far, it's strange because my feeling is the worst I've had in the five years that I've been here," he said.
"But it's the best start ever for the club in the Premier League. It's strange, no?
"It's so difficult to explain because many things happen, I am disappointed we are still waiting for the new stadium when the expectation was to be there at the beginning of the season.
"I know I always have a good relationship with the media but my feeling is not the best feeling, I had a better feeling in previous seasons."
However Tottenham have had some good news today with Dele Alli signing a new deal at the club.
