Rochefort Mayor Herve Blanche told iTele that the circumstances of the early morning crash are under investigation.
He also said six children had been killed.
The bus collided with a truck in western France
French Prime Minister Manuel Valls tweeted to express his "pain and compassion" following the collision.
The accident comes a day after two pupils were killed when a bus careered off the road in Montflovin in the east of the country.
A boy aged 12 and a girl of 15 died when the driver lost control in snowy conditions and the bus overturned.
