Bale has been linked with a move away from Real Madrid, with Express Sport understanding Manchester United are the frontrunners for him.
The forward stoked rumours on Saturday following Real’s historic Champions League final win over Liverpool.
Gareth Bale said he was not happy with his game time this season, just minutes after scoring a brace off the bench to lead his side to victory.
But when asked by talkSPORT presenter Ally McCoist if a move to United would be a step down, Saunders replied: “Yes.
It is a step down, as much as I don’t like to say it, it is a step down
“Two great clubs, Manchester United is one of the biggest clubs in the world.
“But they’ve (Real Madrid) just won the Champions League, three on the bounce, four out of the last five.
“They’ve got all the best players in the world, well I wouldn’t say all of them but a lot of the best players in the world.
“It is a step down, as much as I don’t like to say it, it is a step down.
“I don’t know how you can argue with it.
"They’ve just won the Champions League three years running and four out of the last five they’ve won it.
"So they’re the bigger club.”
