The Spaniard has been named as the next Gunners boss, despite Mikel Arteta seemingly having the job wrapped up over the weekend.
The Manchester City No 2 was interviewed for the Arsenal role before the club performed a huge U-turn and opted for former PSG boss Emery on Monday evening.
And while Neville feels Emery is a good coach, the former Manchester United star admitted Arsenal's process of appointing a new manager was a 'mess'.
"They’ve bounced all over the place on it!" he tweeted.

"However he’s a good appointment for Arsenal.

"Anyway the end result is a very good coach."
Emery brings a wealth of trophies to the Emirates this summer, including a recent Ligue 1 crown from his time at PSG.
Unai Emery achieved success at Sevilla and PSG
The 46-year-old also guided Sevilla to three successive Europa League trophies during his time in Spain.
Emery's work at the La Liga on a modest budget will have certainly helped his chances of landing the Gunners role.
However, the new Gunners chief didn't fare too well in the Champions League during his time at PSG, twice being knocked out against Barcelona in the early knockout stages.
