Defender Umtiti is attracting interest due to a £53million (€60m) release clause in his Barcelona contract, which expires in the summer of 2021.
The 24-year-old currently earns £2.66m (€3m) a year at the Nou Camp.
But Chelsea are willing to triple his salary, according to Don Balon.
The Spanish publication claim Umtiti has been made aware of Chelsea’s proposal as the race for his signature hots up.
He is currently discussing a new contract with Barcelona, who are eager to fend off his suitors and increase the value of his release clause.
Manchester United are also interested and have reportedly enquired about his availability.
Don Balon claim Paris St-Germain are plotting a fresh raid on Barcelona.
The French giants sealed a world-record deal for Neymar last summer and have put out feelers for Umtiti.
Barcelona boss Ernesto Valverde believes Umtiti will commit his future to the club.
“Umtiti is a great player and we expect him to stay at Barca for many more years and for him to enjoy his football with us,” he said.

Valverde added: “To an extent, the buyout clause is made high so that you can't buy the player.
“But, as time goes by, that fee doesn't seem so high at all.
"But the player still has to want to leave.
“We're very happy with Umtiti and I'm sure he's going to stay here for a very long time.”
