The Manchester United legend instead plumped for Tottenham's Mauricio Pochettino despite finishing below Chelsea in the Premier League.
Conte won the league title in his first season in England but that wasn't enough for Neville.
He also praised the work of the Burnley, Bournemouth and Swansea chiefs this year.

For Mauricio Pochettino to achieve what he has this year and to get Tottenham into second for me is an outstanding managerial achievement
"A special mention to three English managers," he said on Sky Sports.
"Sean Dyche, Eddie Howe, Paul Clement for what they've done. I think they deserve that.
"You always go for who wins the championship but I've gone for an alternative view.
"At the start of the season I thought Tottenham would dip, I thought they would go backwards. Purely because of playing in the Champions League, the squad, the lack of investment compared to others.

"I thought they would go backwards in respect of toughness in mixing that.
"For Mauricio Pochettino to achieve what he has this year and to get Tottenham into second, to beat their overall record, for me is an outstanding managerial achievement.
"I think ultimately I've gone with him but I couldn't disagree with Conte, you could also make cases for the other three I've mentioned as well."
