Gareth Southgate has experimented with a three-man defensive system and handed Burnley's Michael Keane his debut.
Keane starts alongside captain Gary Cahill and Chris Smalling as part of a back three against Germany.
West Brom midfielder Jake Livermore also starts, earning his first England cap since a friendly with Italy in August 2012.

England are without captain Wayne Rooney, and Harry Kane and Daniel Sturridge also miss out through injury
Germany are also heavily depleted, with no Mesut Ozil, Julian Draxler, Mario Gomez or Manuel Neuer who are all injured.
Lukas Podolski will captain Germany as he wins his 130th and final cap.
