Watford have agreed a deal with Everton to take Cleverley on loan for the rest of the season.
Cleverley has fallen out of favour at Everton since Ronald Koeman took charge in the summer.
And the former Manchester United man has been replaced by a midfielder from his old club in £22million Morgan Schneiderlin.

Sky Sports say Watford have an option to buy Cleverley at the end of the season.
The 27-year-old has played 12 games for Everton this season but should find first-team opportunities easier to come by at Vicarage Road.
Newcastle were also keen on Cleverley, but he has opted to return to the club where he enjoyed a loan spell in the 2009/10 season.
Cleverley joined Everton on a free transfer in July 2015, after his contract expired at Old Trafford.

Watford boss Walter Mazzarri is confident of making more signings to his squad with Cleverley his first January recruit.
"I think some players will join us for sure," Mazzarri said.
"I have given some indications to the club where we need reinforcements.
"The January transfer window is very difficult, but I'm very positive that someone will arrive."
