And now, the council have given the go ahead for the redevelopment plans, according to the Daily Telegraph.
The report suggests councillors voted unanimously in favour of the project, subject to some minor amendments.
It is believed they now need the backing of Sadiq Khan, the mayor of London, before full planning consent can be granted.
Chelsea are hoping to move into their bigger stadium in time for the start of the 2021/22 season.
They are also awaiting permission from the Chelsea Pitch Owners to move during the redevelopment.
In the meantime, it is thought the Blues are looking for a temporary home before their new stadium is complete.
Wembley is expected to accommodate Tottenham until 2018, and it has been explored as a potential option.
