Although Van Gaal lifted the FA Cup last season, his bland style of football ultimately cost him his job.
But Hoek thinks Van Gaal could have turned things around had he been given more time.
“It was sad. The job was not done yet and I had another year of my contract to go," Hoek told Manchester Evening News.
"But, you come as a team and when you have to finish, you leave as a team in my opinion.

“You are successful together and, if not, you are also together.
"Of course, I think and believe in that [turnaround]. Unfortunately, we will never know if that was possible."
United, who drew 1-1 away to Everton on Sunday, face Zorya Luhansk in their final Europa League group game on Thursday (6pm).
